For logins, OTP-based flows, ad-account work and anything spanning several steps, add session-<id> to the username; the gateway then holds the same carrier IP for that id for up to 24 hours.

A sticky session ends early only if the device behind it drops off the network; the next request with that id is then served by another IP in the same scope. Use one session id per account or browser profile and let finished sessions expire rather than reusing ids across unrelated work. Sticky and rotating are billed the same way, per GB transferred, so holding an IP costs nothing extra.
